An Interpretation of Discrimination Prohibition for Men who Sex with Men for Preventing HIV/AIDS Infection in Aspect of Public Health

Abstract

As the cumulative number of HIV/AIDS positive cases in Korean has been over 10,000 since 2013, preventive health programs against HIV/AIDS epidemic are needed with a high hand. The notified data of HIV/AIDS between 1995 and 2014 suggests a hypothesis that men who have sex with men (MSM) is main risky group in Korea. But social movement for prohibiting discrimination for sexual minorities could be conflicted with health program for preventing HIV/AIDS infection. Author confirmed that alarming dangerousness of MSM into public is not satisfied two conditions of discrimination. Thus, the education program for publicizing risk of HIV/AIDS infection of MSM activity should be implemented for adolescences and young adults aged 15-24 in Korea urgently.
